Unfortunately Glitter for those who don't get the gist of "Burn After Reading", theres a chance they may not at all. It's more of anything a satire on a lot of politics going on, and in many ways poking fun of how certain government agencies have handled situations in the past. As for your question the title "Burn After Reading" is referring to the file they close at the end of the movie and if you pay attention several times the men at the agency talk about burning the bodies they needed to dispose. The rest of it is just pretty much funny and entertaining and meant to be just that.
